Background
$1 out of every $3 spent in the United States today is spent by the Government. Most Government agencies have common purchasing needs - office supplies, IT equipment, furniture, tools, machinery, food and medical supplies are just a few examples of the commodities the Government routinely procures. For efficient e-commerce operations the Government hosts two eCommerce web sites, GSA Advantage! and DOD EMALL. These Government shopping portals bring together thousands of vendors with Government customers to ensure that the Government buyer gets the right product at the best possible value.

Q1 Combined Portal Sales
Sales to the Government through its two eCommerce web sites, GSA Advantage! and DOD EMALL had a very strong FY 11 start with combined overall sales of $236M. Sales across both portals surpassed sales for same period in FY10; GSA Advantage! sales were up $6.4M and DOD EMALL sales were up $1.1M.


Mirroring sales trends in previous years, overall sales through DOD EMALL for Q1 which topped $147.6M, outpaced GSA Advantage! sales, which came in at just over $88.6M for the period. DOD EMALL sales, while higher than GSA Advantage! sales, are made up largely of National Stock Number purchases transacted through the DOD EMALL web portal. NSN sales accounted for ~78% of all DOD EMALL sales for the period ($115M in sales volume), while NSN sales through GSA Advantage! totaled just over $17M.

Commercial catalog sales through GSA Advantage!, which have been consistently higher than DOD EMALL commercial catalog sales, continued to follow this trend as FY 11 started. Commercial catalog sales through GSA Advantage! during Q1 totaled $71.5M; more than $39M higher than DOD EMALL's commercial catalog sales volume of $32.5M. This volume of sales has also set a Q1 four year high for GSA Advantage!, exceeding sales for the same periods in 2008, 2009 and 2010.

GSA Advantage! Market Analysis 

At the close of Q1, total GSA Advantage! sales figures totaled $88.6M. Commercial catalog sales for the period dominated once again, accounting for more than ~81% of the portal's sales volume ($71.5M), while NSN sales totaled just over $17M.

Q1 GSA Advantage! commercial catalog sales were concentrated in the following major product categories:

  • Office Equipment and Accessories and Supplies - $17.6M
  • Defense and Law Enforcement and Security and Safety Equipment and Supplies - $9.6M
  • Information Technology Broadcasting and Telecommunications - $6.7M
  • Paper Materials and Products - $4M
  • Tools and General Machinery - $3.3M

Sales to the Department of the Air Force, the Department of the Army, the Department of Homeland Security, and the Department of the Navy accounted for ~57% of the total commercial catalog spend on GSA Advantage! during the quarter. More than $41.5M was spent by these four agencies alone.

 The top selling commercial product on GSA Advantage! for Q1 2011 was the US Patriot - Part Number 8050P - Tactical Vest. Sales for this SKU alone totaled more than $1.6M

GSA Advantage! NSN Sales
National Stock Number item sales through GSA Advantage! for Q1 2011 totaled just over $17M. This figure is down more than $3M from the same period in FY 10 and more than $16M from FY 09 Q1 sales. This downward trend in NSN sales through GSA Advantage! confirms what we predicted more than 12 months ago, that there would be a split in procurement focus between the portals. We are seeing a major emphasis on commercial catalog procurement through GSA Advantage! which has resulted in NSN item purchases accounting for a smaller and smaller percentage of GSA's total annual sales volume.

During the quarter, NSN sales through GSA Advantage! were concentrated among the Department of the Army, Department of the Air Force, the Department of Agriculture, and the Department of Justice. NSN procurement by these four agencies accounted for more than 55% of all NSN sales on the portal for the period.

The top selling NSN product on GSA Advantage! during Q1 was:

  • NSN # 7530-01-335-2623, a Joint Committee on Printing copy paper. Sales for this item alone accounted for more than $558k in sales volume.

DOD EMALL Market Analysis


DOD EMALL sales for Q1 FY 11 exceeded $147M; this figure is up $1.1M over sales for Q1 FY10. Historically, DOD EMALL sales have surpassed GSA Advantage! due to the high volume of NSN sales transacted through the DOD EMALL portal. This trend continued in Q1 with more than $115M of DOD EMALL sales comprised of NSN item procurement.

Commercial Catalog Sales
As noted above, NSN sales comprise the majority of the buys through DOD EMALL. However, commercial sales across the portal saw a slight uptick during the period; Q1 FY 11 commercial sales are up $1.5M over sales for the same period last year ($32.5M Vs. $31M).

The majority of commercial spend on DOD EMALL during Q1 came from purchases made by the Department of the Navy and the Department of the Army. Combined commercial spend from these two agencies alone accounted for more than 95% of all commercial catalog buying on DOD EMALL for the period. Purchases made by these Agencies focused primarily on the Office Equipment and Accessories and Supplies - $10M, Paper Materials and Products - $2M, and Information Technology Broadcasting and Telecommunications categories - $1.5M.

DOD EMALL Q1 NSN Sales:
NSN sales through DOD EMALL during Q1 2011 totaled more than $115M, making up ~ 78% of the sites total sales for the period. The majority of NSN procurement during the period was made by Contract Logistics Support (33% of NSN buys), the Department of the Air Force (23% of NSN buys), the Department of the Navy (16% of NSN buys), and the Department of the Army (14% of NSN buys).

Sales to these Agencies were concentrated in the following major product categories:
